MHNC Expansion - Construction Phase Services

This is a Justification and Approval (J&A) for Other than Full and Open Competition under the authority of FAR 13.106-1(b)(1), which permits contracting with only one source. Jacobs Engineering Group, Inc. is the original designer of record for the MHNC Expansion Project. As the designer, they posses unique and highly specialized knowledge critical for ensuring the integrity of the design during the final construction phase. Continuity of these services is essential to prevent unacceptable delays and duplication of costs. Therefore, Jacobs Engineering Group, Inc. is the only source capable of meeting the Government's requirements.
