THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND YOUR RESPONSE IS NOT AN OFFER. SERIOUS INQUIRIES ONLY AND SUBMISSIONS MUST BE FROM A US-BASED CONTRACTOR. THIS IS NOT A REQUEST FOR QUOTES (RFQ). NO SOLICITATION IS AVAILABLE AT THIS TIME. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR ITEMS/SERVICES.

This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Information provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for a solution. In accordance with RFO 15.101(c)(2), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

BACKGROUND/PURPOSE: The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is conducting market research to determine sources’ competencies and capabilities to execute the on-site fabrication and final assembly of a three-bay, monolithic reinforced concrete High-Performance Magazine (HPM) structure. This is for a test structure for experimental purposes only and in the course of testing the structure will be completely destroyed and the site will be retrograded.

The scope requires the full, in-situ assembly of the HPM structure at a designated Government test range at Fort Polk, LA. The process involves mobilizing all materials and equipment to the site, erecting temporary formwork systems, installing reinforcing steel cages, and placing concrete to form the final test structure according to the attached Description of Requirement (DOR). This is not a pre-cast or modular system; the final deliverable is the fully assembled and cured structure fabricated at its final location.

The primary materials to be procured and processes to be performed are listed below.

A DRAFT Description of Requirement (DOR), which includes a detailed description of the structure, is attached. Please note this is subject to change.

The purpose of this Request for Information (RFI) is to obtain information on the availability and capability of vendors to procure the necessary raw materials, provide shipping of materials and equipment to Fort Polk, LA, and perform the complete on-site fabrication and assembly of the structure to specification. Additionally, this RFI seeks to determine industry interest in participation for market research purposes before a Request for Quote (RFQ) is released for these requirements.

Not responding to this RFI does not preclude participation in any future RFQ or RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

Respondents are requested to review the attached DRAFT DOR and submit responses to the following questions:

1. Contact information: Interested organizations should respond by providing the Government the following information:

2. Capabilities Statement: A description of capabilities in providing 1) the minimum required items and capabilities described in the RFI and Draft DOR to the specified location(s) and 2) Experience. Previous procurement information, including contract numbers and customers, is recommended.

3. Business Status (based on NAICS 238120): Please indicate the business status of your company (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.).

4. Answer the following Questions: All interested contractors are requested to provide comprehensive written responses to the questions below.

  1. Question #1- Project Experience:
    1. Provide at least two (2) and no more than four (4) examples of projects completed by your company within the last 7 years that are of a similar scale and complexity to the HPM structure. For each project, provide the following details:
      1. Project Name and a brief description.
      2. Final concrete compressive strength(s) and total cubic yards placed.
      3. Approximate final reinforcing steel density (lbs/CY).
      4. A summary of your company's role (e.g., Prime Contractor, Concrete Subcontractor).
  2. Question #2- Self-Consolidating Concrete (SCC) Experience:
    1. The requirement is for 10,000 PSI SCC. Describe your company's experience with high-strength SCC. Specify your approach to:
      1. Mix design submittal and verification.
      2. Managing the high fluid pressure of SCC on formwork systems.
      3. On-site Quality Control testing
  3. Question #3- Formwork Systems:
    1. This project requires a robust, engineered formwork system. Does your company have in-house engineering capability to design and develop formwork plans, or is this service subcontracted? Please describe a challenging formwork scenario your company has successfully managed on a past project.
  4. Question #4- Reinforcing Steel:
    1. The project specifications require continuous, non-spliced rebar in many areas. Describe your company's experience and methods for installing long, heavy, and continuous reinforcing steel in congested, multi-layered wall and slab assemblies.
  5. Question #5- Core Competencies (Self-Perform vs. Subcontract):
    1. Please indicate which of the following core activities your company typically self-performs versus subcontracts:
      1. Heavy Concrete Formwork Design and Erection
      2. Reinforcing Steel Installation
      3. Concrete Placement and Finishing
      4. Earthwork and Site Logistics
      5. Materials QC Testing
  6. Question #6- Overall Capability:
    1. After reviewing the Description of Requirement, does your company have the capability to procure all materials and fully execute the on-site fabrication and assembly of the HPM structure as specified? If not, please specify which items or processes cannot be provided and why.

Interested vendors must provide the above information no later than 3:00 PM Central Standard Time (CST) on 04 November 2026. Responses must be emailed to Shinita Jordan at Shinita.M.Jordan@usace.army.mil AND Sonia Boyd at Sonia.J.Boyd@usace.army.mil. Any questions related to this notice must be submitted in writing to Shinita Jordan and Sonia Boyd. Verbal questions will NOT be accepted. The Government will not reimburse companies for any costs associated with the submissions of their responses.
