This Commericial purchase Order was awarded on a sole source basis to Minsait ACS utilizing FAR 13.106 due to the current SCADA system installed on Robins AFB being propietary information to the Awardee. The original system was designed and installed by Minsait ACS and are the only source to have the cabability to monitor, maintain, and manage the system.
