The Government intends to award a Firm-Fixed-Price contract to only one source under the authority of 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1 and RFO 12.201-2, as the requirement is available from only one responsible source due to proprietary technical data rights, biofidelic design specifications, and OEM-controlled calibration and certification procedures, and no other type of supplies or services will satisfy the needs of the agency. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government will consider all responses received via email no later than 10:00 AM CST on Tuesday, 10 November 2026. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
