The Government has a requirement for continuous utility services for Walter Reed Army Institute of Research, Europe-Middle East (WRAIR E-ME) which is co-located with the country of Georgia’s National Center for Disease Control (NCDC) staff in the Richard M. Lugar Center for Public Health Research (hereafter referred to as the Lugar Center) in Tbilisi, Georgia. The utility services include natural gas, electricity, water, and waste management. The NCDC is responsible for payment of the utility services in support of its adequate operation to the service provider. As occupants of the Lugar Center, WRAIR, E-ME, is responsible for up to 50% of the utility costs that can be directly attributed to the support services of the facility.
