This is an RFP for the Arnold Engineering Development Complex (AEDC) FARM III contract. This requirement is being solicited as full and open competition, utilizing Highest Technically Rated Offeror (HTRO) method for evaluation. The FARM III effort is a competitive, multiple-award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The scope of these projects includes design-build, construction, and two-phase design-build projects for mechanical, electrical, instrumentation, data, and control systems, and utilities. These projects will support plant and infrastructure sustainment, restoration, and modernization for military ground testing facilities at AEDC and its Geographically Separated Units (GSUs) as detailed in the Statement of Work. The ultimate goal is to support the critical research, development, test, and evaluation mission at AEDC. Please note the following key dates and deadlines: a. Post-Solicitation Conference: A virtual conference will be held on 8 May 2026. Each offeror that is interested in participating as a prime contractor on the FARM III IDIQ will be allotted a 30-minute one-on-one conference with the FARM III source selection team. To sign up to participate in this conference, please respond to the Points of Contact (POCs) listed in paragraph 8 no later than 2:00 PM Central Daylight Time (CDT) on 4 May 2026. Provide a list of attendees and email addresses that will participate in the conference for your company and any questions that you would like to be discussed. b.
