Description
DHS/ICE on behalf of Homeland Security Investigations (HSI) has awarded a contract to DNA Labs International for forensic DNA testing for an active criminal investigation. This procurement was conducted under the authority of FAR 13.106-1(b)(1)(i), which allows for solicitation of a single source when the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive capabilities, etc.). The urgency of this requirement precluded the use of full and open competition. ICE determined that DNA Labs was the only source capable of meeting the agencys needs within the required timeframe.
