Description
As stated in the Special Notice titled "Joint Base Lewis-McChord Gray Army Airfield Power Generation and Microgrid Construction" posted to SAM.gov on 11 July 2025, the FY25 NDAA provided separate authority to sole source specific Energy Resilience and Conservation Investment Program (ERCIP) projects where the utility system has been conveyed under 10 USC Section 2688 and only provides services to a military installation. Therefore, the U.S. Army Corps of Engineers Louisville District (USACE) solicited a proposal from City Light & Power JBLM, LLC for the construction of the JBLM GAAF Microgrid.
