Description
This contract action was not awarded under competitive procedures due to the purchase of a proprietary system the year prior. The Federal Signal company requires techinicians to have the FSQP (Federal Signal Qualified Professional) certification in order to maintain any Federal Signal equipment. Due to the location of the procurement, the contracting office must adhere to the Defense and Economic Cooperation Agreement (DECA) in Turkiye and solicit to vendors in Turkiye. Delta Teknik Co. Ltd is the only authorized techinicians to work on the Giant Voice Emergency System therefore they were the awardee for this contract action. IAW FAR 6.305 the Contracting Officer is required to publicize Sole Source Acquisitions after an award is made.
