This is a competitive, Time-and-Materials contract for Secure Cloud Landing Zone and Development, Security and Operations (DevSecOps) Capabilities to support the modernization of the National Background Investigation Services (NBIS). For this requirement, it is not possible at the time of placing the contract to accurately estimate the extent or duration of the work or to anticipate costs with any reasonable degree of certainty because of the evolving DoD security requirements, evolving NBIS requirements, and unknown degree of software code modernization requirements, and required variation in tasks.
