Description
Due to the critical nature and immediate urgency needed to fill the Offshore Petroleum Distribution System vessels mission, MSC meets the requirements to limit full and open competition of this contract by way of FAR 6.302-1, Only one responsible source and no other supplies or serviceswill satisfy agency requirements. Tote Services, LLC, as the incumbent, is the only source that can perform the mission without a substantial duplication of costs to the Government, and can perform the mission without unacceptable delays in fulfilling the agency requirements.
