Description
Rubb Building Systems was the original fabricator of this facility. They already have the specifications, tools, and purpose-built parts necessary to upgrade their structure. It has been found to be in the governments best interest to use the stated vendor due to price and time sensitivity. Using another vendor would be costly, as a new contractor would not have the proper tools to upgrade the structure, resorting to replacing structures. This would also impact the time needed to complete the upgrade.
