The Government determined that only one out of the five qualified respondents were fully capable of fulfilling the STARCOM requirements. The responses indicated that the rule of two, which states two small business contractors must be capable of performing the requirements in order to achieve competition under Federal Acquisition Regulation (FAR) 19.502-2(b), was not met. Market research indicates that there is no reasonable expectation that offers will be received from at least two responsible 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB that are competitive in terms of fair market prices, quality, and delivery.
