On this page, click on the Vendor User Registration Doc and it will take you through the process of registering as a vendor. Be sure to select SOL-Solicitation in the drop-down list and choose the Proposal Manager role to be given the proper permissions to submit your bid/offers. iii. B. Technical Difficulties. Prospective vendors may experience difficulties, either because the PIEE system is not operational, the vendor has not properly registered in PIEE, or the vendor is experiencing other technical difficulties. i. PIEE Inoperable. In the unlikely event the PIEE system is not operational, and vendors are unable to access or use the system, the offeror must immediately notify the Contracting Officer and provide sufficient evidence to demonstrate the system is not operable. If the PIEE Solicitation Module indeed is down, the Contracting Officer may authorize an alternate method for offer submission, such as via email to the Contracting Officer and Contract Specialist. However, Offerors must obtain prior approval from the Contracting Officer to use the alternate submission method. Notifications and Approvals must occur prior to the submission deadline and be in writing. ii. Other Difficulties. The offeror must contact the PIEE helpdesk and not the Contracting Officer for any difficulties related to their registration or all other technical difficulties.
