Sources Sought - Cross-Domain Capabilities

Description

The U.S. Army Product Manager Communications Security (PdM COMSEC) is conducting market research and technical requirements refinement to identify mature commercial-off-the-shelf (COTS), government-off-the-shelf (GOTS), and near-term developmental cross-domain solutions. To support next-generation enterprise and forward tactical architectures, proposed capabilities must align with National Cross Domain Strategy and Management Office (NCDSMO) "Raise the Bar" (RTB) 5.1 or newer guidelines. The Government requires robust, policy-enforced information exchange across disparate operational boundaries, spanning fixed enterprise data centers, vehicle-mounted systems, and expeditionary edge nodes subject to strict Size, Weight, and Power (SWaP) constraints, as well as commercial and government cloud infrastructures up to Impact Levels 5 and 6 (IL5/IL6). Operationally, the requested cross-domain capabilities must maintain secure, line-rate data transfers across diverse security classification domains—ranging from Unclassified and Secret and Below (SAB) to higher security enclaves—while bridging High Threat Networks (HTN), Internet-accessible segments, and key multinational mission partner feeds. This includes interoperability across Five Eyes (FVEY) networks, Combined Joint All-Domain Command and Control (CJADC2) federations, and coalition partners. Feedback gathered from this RFI will be utilized by Army leadership to evaluate market readiness, validate integration feasibility, identify cyber and supply chain vulnerabilities, and establish procurement and programmatic milestones for upcoming contract acquisitions.
