Description

The U.S. Immigration and Customs Enforcement (ICE) seeks a contractor to establish and operate a short-term detention facility at Fort Bliss, Texas. This facility will initially house 1,000 single adult detainees and must be scalable to a maximum capacity of 5,000; at a scale of 250 beds increase per week, upon completion of the initial 1,000 bed delivery. The contractor is responsible for the design, construction, equipping, staffing, operation, and maintenance of the facility, ensuring full compliance with: Attachment 01 National Detention Standards 2025 (NDS 2025); Attachment 02 Contract Detention Facility Design Standards for Immigration and Customs Enforcement; Attachment 03 ICE Health Services Design Standards; Attachment 04 Contract Detention Facility and Intergovernmental Service A
