Competitive Range

The competitive range consists of all offerors that have a reasonable chance of being selected for award based on evaluation of proposals against all evaluation criteria. After initial proposal evaluation, the contracting officer establishes the competitive range, eliminating proposals that have no realistic chance of award even with discussions. Only offerors in the competitive range participate in discussions and submit final proposal revisions. The competitive range determination must be based on the evaluation factors stated in the solicitation. Offerors excluded from the competitive range must be promptly notified and may request a pre-award debriefing. The competitive range may be limited for efficiency when there is a large number of acceptable proposals, but the contracting officer must include all proposals within the competitive range based on ratings.
