The United States Army requires ATC services at Fort Bliss, TX. This will support all departing/arriving aircraft at Biggs Army Airfield, Airspace Information Center (AIC) that provides flight following services to aircraft flying in Fort Bliss managed airspace, any training/test flight areas occupied by Ft Bliss and stationed or tenant aircraft in a 10 nautical mile radius of Ft Bliss. Operations will be conducted in an Army non-approach control tower and a Fixed Base (non- tactical) AIC located in Biggs AAF. The Government uses a Performance-Based Services Acquisition (PBSA) strategy to define the requirements and performance standards.
