Description
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(2), as implemented by Federal Acquisition Regulation (FAR) Subpart 8.401(GSA Deviation RFO-2025-22) and and General Services Administration Manual (GSAM) 538.71 "Unusual and Compelling Urgency." The building must have both main chillers operational for summer cooling capacities. Additionally, these chillers and the cooling tower should not be run without an operational water softener system. It is critical that Chiller #1 is rebuilt and the water softener is replaced. The associated mechanical equipment could become inoperable or eventually lead to unsafe conditions for the employees and public who require access to the building.
