This announcement constitutes a Request for Proposals (RFP) in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 "Acquisition of Commercial Products and Commercial Services", and supplemented by RFO Part 15 "Contracting by Negotiation".
