Elsevier's Knovel Platform Subscription

The U.S Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with Elsevier Inc. in accordance with FAR 6.302-1 for the award of Elveviers Knovel Platform Subscription. This is the renewal of annual subscription to which Elsevier holds the copyright to the information. These are intellectual property rights which can only be provided by Elsevier. Please see the attached specifications for additional details. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication
