The purpose of Amendment 03 is to answer the following questions: QUESTION: Please identify the specific USCG certification(s) required for technical acceptability. ANSWER: USCG does not specify certifications required for technical acceptability; however, specifying the accreditations and certifications that the laboratory possess in the proposal would be acceptable. QUESTION: Please provide the required analytical methods and acceptance limits for aspect, pH, conductivity, dissolved solids, and ash testing. ANSWER: ASTM or ISO methods for each parameter are acceptable. Inspection limits are in Appendix A of Attachment 2 Statement of Work 70Z03826QB0000147. QUESTION: Please confirm whether a small-business prime contractor may use a qualified subcontract laboratory to perform the testing.
