As stated in the Request for Quote: The Government shall award by line item to responsive/responsible vendor(s) whose offer, conforms to the solicitation, and are considered to be most advantageous to the Government. Past Performance (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.) will be considered approximately equal in value to price. All accepted quotes were fairly considered in Past Performance, Price, Delivery and Technical Acceptability. The awardee chosen was considered to be the best value considering.
