Description of Action: This notice publicizes the J&A for the retroactive/immediate award of a Firm Fixed Price Contract. Due to an active, severe fuel spill at Joint Base Andrews with an unknown source and volume, immediate investigation and testing services were required to prevent catastrophic environmental damage to Piscataway Creek and surrounding habit
