Executive Summary The current operating strategy for Government-Owned, Contractor-Operated (GOCO) Army ammunition plants requires reassessment to ensure the Organic Industrial Base can meet future requirements for safety, responsiveness, capacity, modernization, supply-chain resilience, and affordable lifecycle performance.
