Background The Departments Bureau of Diplomatic Security, Physical Security Division, Research and Development Branch (DS/PSD/RD) is investigating debris generated from perimeter anti-ram barriers during a Vehicle Borne Improvised Explosive Device (VBIED) attack. DS/PSD/RD is seeking proposals to conduct large scale blast testing and fragmentation tracking.
