Description
The Basic Environmental Support Services IV (BESS IV) is an 8(a) Multiple Award Task Order Contract (MATOC). Under 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1, agencies may contract without providing for full and open competition when the required services are available from only one responsible source, or for the DoD, from only a limited number of responsible sources, and no other type of services will satisfy agency requirements.This ceiling increase restricts competition to the limited number of responsible sources currently holding BESS IV contracts (a pre-qualified pool of four 8(a) contractors). Because these four contractors have already been deemed technically acceptable, possess active APG security badging, have approved Health and Safety Plans, and are currently mobilized
