1. An immediate, urgent action was required to support the Assistant Secretary of War for Health Affairs (ASW(HA)) in evaluating and securing the domestic manufacturing base for military-essential medications. The Department of War (DoW) currently faces an existential supply chain vulnerability, as the Active Pharmaceutical Ingredients (APIs) and Key Starting Materials (KSMs) for the military's top 25 combat-essential medications are sourced almost entirely from foreign sources. 2.
