Background: The Bureau of International Narcotics and Law Enforcement Affairs (INL) has undertaken the P4000 program to address the insufficient number of Haitian National Police (HNP) officers and expand their capacity to address the extreme levels of urban violence. To address the escalating threat posed by illegal gangs and support the re-establishment of state security, there is an urgent requirement for the HNP to develop foundation and specialized capabilities including tactical planning, movement and operations, urban policing and command, control and coordination. An enhanced urban operations training program will deliver standardized, high-quality and internationally developed tactical training to HNP recruits to improve their operational effectiveness in complex urban environment
