This Special Notice is issued to comply with eFiling requirements and in accordance with Federal Acquisition Regulation (FAR) Part 5 to publicize the U.S. Embassy Kuwaits intent to establish one or more Blanket Purchase Agreements (BPAs). A BPA is not a contract or purchase order. Rather, it is an agreement that sets forth terms and conditions for future purchases, allowing the Government to place orders (calls) as needed. BPAs streamline the acquisition process by reducing administrative costs and paperwork associated with repetitive purchases. All BPAs will be established and administered in accordance with applicable procurement laws and regulations.
