Intent to Sole Source

The U.S. Department of Energy (DOE), Office of the General Counsel (GC) plans to issue an award to Wellspring for access to patent docketing services. Wellspring is the only patent docketing system which is currently FEDRAMP certified and can start work immediately. The Government intends to award a sole source IDIQ to Wellspring. The period of performance for this award will be one (1) year base year from July 1, 2026, through June 30, 2027, with four (4) one-year subsequent option periods. The award will be issued via other than full and open competition, only one responsible source and no other supplies and services will satisfy agency requirements.
