Description
The solicitation was subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. However, offers for services from U.S. or designated countries were insufficient to fulfill the Governments requirements. Since the only acceptable offer otherwise satisfies the requirement, award to the Turkey-based offeror the purchase exception at FAR 25.403(c) was applied.
