Education Service Agreement (ESA) with The Pennsylvania State University. The Naval Sea Systems Command (NAVSEA), Naval Undersea Warfare Center Division, Keyport, has awarded a sole source ESA to The Pennsylvania State University. Under DFARS Subpart 237.72, the Government has established an agreement for the provision of educational services by the Contractor to Government personnel at the Contractor's main campus. The Contractor will deliver instruction through their standard course offerings available to enrolled students.
