NOTICE OF INTENT TO AWARD TO ABILITY ONE CONTRACTOR The National Cemetery Administration (NCA), Pacific District, intends to award a firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract to, Ability One contractor, Skookum Educational Programs DBA: Tessera for grounds maintenance services at Fort Worden Post Cemetery.
