The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) construction contract to include the following brand name or sole source requirements. REASON FOR OTHER THAN FULL AND OPEN COMPETITION: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2), the supplies or services required by the agency are available from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements. The purpose is to obtain supplies at the required level of quality because the supplies or services are unique or highly specialized.
