Description
Justification and Approval for Other Than Full and Open Competition FEMA has a requirement to provide outbound mail services for disaster survivors. Outbound mail operations include printing, inserting, applying postage, and pre-sorting correspondence addressed to disaster victims. Due to current disaster activity, the Agency is currently on a path to exceed existing outbound mail baseline requirements by mid-May 2026.
