1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for the upgrade of the HVAC system at PBF-612. This project is part of a broader effort to modernize heating systems and reduce reliance on fuel oil infrastructure. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The HVAC system at PBF-612 currently includes an air handling unit (HV-AHU-1) with a fuel oil burner and three wall-mounted air conditioning units.
