JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Perkins Loan Servicing: FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.305 the justification for other than full and open competition is provided for the award to Educational Computer Systems, Inc. of work for the continued servicing of federally held Perkins loans.
