Policy, Development, and Operational Support (PDOS) - Mission Partner Environment (MPE) Enterprise Capabilities Scope Addition

This is an exception to fair opportunity issued IAW FAR 16.507-6(b)(2), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. As the transition of the Mission Partner Environment (MPE) effort from USAF to DISA took place, several new elements of the requirement were established, creating a much broader range of support than BDL2 currently has. With the addition of the scheduled exercises, all of which are reliant upon the timely completion of the one preceding it, the full scope of the effort required was not realized until February 2026.
