The Joint Services (Navy, Air Force, & Army) requires a special material decoy (SMD) countermeasure to use independently or in conjunction with onboard countermeasures. The current SMD (pyrophoric) countermeasures were developed and produced by Alloy Surfaces, which has intellectual proprietary rights to the decoys. Alloy surfaces have decided to close their business which leaves the DoW without a producer of pyrophoric countermeasures. Without having an active supplier or a GOV owned TDP of pyrophoric devices, the DoW has a major need to develop a new source for this crucial countermeasure capability.
The Department of DEFENSE is seeking responses for all other miscellaneous chemical product and preparation manufacturing with a set-aside for No Set Aside businesses in CRANE, IN. This set-aside designation means eligible businesses face reduced competition from larger firms.
