This contract action was not available for competition and as such was awarded on a sole source basis. The supporting rationale is as follows. Pennsylvania Department of Military and Veteran Affairs (DMVA) (Commonwealth of Pennsylvania) awarded a contract to Williams Scotsman Inc., to provide refrigeration containers on site at Fort Indiantown Gap in support of a renovation construction contract to the Troop Issue Subsistence Activities (TISA) warehouse. This warehouse is used to store and distribute rations for units training on Fort Indiantown Gap and outlying locations. However, the state refrigerated storage contract in support of the ongoing renovation construction contract only provided for temporary support.
