SINGLE SOURCE JUSTIFICATION, UNCLASSIFIED, CLASSIFIED AND DPO POUCH SHIPMENTS

U.S. Embassy Riga receives unclassified and classified pouch items at Riga airport to include receiving/transporting/handling shipments. These shipments are vital to Embassy operations. The DPM determines the airline that will be utilized for unclassified and classified pouch to and from the post. The services required are available from only one responsible source. Airport contractors are vetted and approved by the airport, then the airport and the flight operator decide which company will do the service. The Embassy does not have the possibility to choose the company. We estimate the value for the entire period of performance is 22,200.00 per year. The price to the Government is anticipated to be fair and reasonable.
