Sole Source to Northrop Grumman - Generalized Automatic Target Recognition (GATR) Software Development Kit

The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a sole source, firm fixed price purchase order using simplified acquisition procedures to Northrop Grumman Systems Corporation (NGSC) for the Generalized Automatic Target Recognition (GATR) Software Development Kit. This procurement is sole source for the following reason: the GATR software platform is a proprietary software platform developed exclusively by Northrop Grumman. Northrop Grumman is the only company with the in-house resident knowledge of the source code, message definitions, tools, libraries, and documentation to make the required software changes to upgrade system performance and operability.
