This Soliciation is to Procure quotes for the Cadet Full Dress Hat Plume at the United States Military Academy. Return the attached Solicitation to shawn.m.valastro.civ@army.mil by 18 April 2026. DESCRITPTON: As directed by West Point Superintendent, we hereby change the nomenclature from Plebe Cadet Plumes to: SHAKO FLOWING FEATHER PLUME. HEIGHT: 16 inches overall from top of feather to end of longest feather (+ or 1 inch tolerance). SUPPORT WIRE: 12-1/2 inches in length. FEATHER: Rooster Coque Domestic feathers with varying lengths of 3-7 inches and should flow the plume socket wire. COLOR: Iridescent Black. WEIGHT: Not less than 3 ounces or not more than six ounces in total weigh. APPEARANCE: Full and round with an average diameter of 3-4 inches the full length of the plume. Bottom Feat
