Reference FAR 13.106-1(b), This action was not awarded competitively. Short term lease and maintenance support for 81 multifunctional devices (MFDs) is needed to allow continuation of performance until new devices are delivered under the awarded follow-on contract. The Government does not own the MFDs. Although other vendors lease MFDs, no other vendor has lease rights to the existing equipment. Attempting to award a short-term contract via competitive procedures would result in unacceptable delays to achieve contract award and delivery/installation of new equipment required to meet all requirements in the Statement of Work by March 1, 2026.
