Working Capital Fund

The contract was not awarded competitively but it is Firm Fixed Price. The proposed contract with Deloitte for the implementation and continued operation of the Working Capital Fund (WCF) is justified under (FAR 8.405-6(a)(1)(i)(B)) Only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized. Deloitte has unique qualifications and institutional knowledge essential for the successful and uninterrupted continuation of the WCF implementation. This includes Deloitte prior development of all necessary implementation documents and their staff's immediate readiness to commence work. This readiness eliminates the need for a transition period, which would be required with a new vendor. T
