Justification for Exception to Fair Opportunity (JEFO) for FirstNet Wireless Services

The Mission and Installation Contracting Command (MICC) - Fort Sam Houston, on behalf of the U.S. Army Installation Management Command (IMCOM), has issued a Firm-Fixed-Price (FFP) Task Order on a sole-source basis to AT&T Mobility LLC (CAGE: 1XGS4) under the Department of the Navy Spiral 4 Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC), Contract Number N00244-24-D-0005. The requirement is for the continuation of FirstNet wireless services and associated devices. These services support approximately 3,565 first responders and emergency officials at 71 U.S. Army installations, ensuring prioritized and preemptive communication capabilities during critical incidents. The total estimated value is $22.6M over a 5.5-year period of performance, including all options.
