The U.S. Immigration and Customs Enforcement (ICE) seeks a contractor to establish and operate a short-term detention facility at Fort Bliss, Texas. This facility will initially house 1,000 single adult detainees and must be scalable to a maximum capacity of 5,000; at a scale of 250 beds increase per week, upon completion of the initial 1,000 bed delivery.
