Definition

Lowest Price Technically Acceptable (LPTA) is a source selection process where the award is made to the offeror with the lowest evaluated price whose proposal meets the acceptability standards for non-price factors specified in the solicitation. Unlike best value tradeoff, LPTA does not permit paying a price premium for technical superiority beyond the minimum acceptable level. Technical proposals are rated only as "acceptable" or "unacceptable" with no discrimination between acceptable proposals. LPTA is appropriate when requirements are well-defined, risk is minimal, and the technical approach is not the discriminator. Use of LPTA for DOD contracts above certain thresholds requires specific justification and approval. LPTA should not be used when innovation, past performance, or technical expertise are critical.
