Definition

A Notice of Award is the official communication from a contracting officer informing a contractor that they have been selected for contract award. The notice typically identifies the contract, specifies the award amount, establishes the contract effective date, and may include instructions for contract execution. Receipt of a Notice of Award creates a binding contract if the solicitation authorized award without discussions and all required representations and certifications are in order. For negotiated procurements, the Notice of Award often accompanies or precedes the formal contract document. Unsuccessful offerors are notified separately and may request a debriefing to understand why their proposal was not selected.
